Question for Lebanese Customs (Higher Council)

I know that retreaded passenger car tyers are not allowed to be imported to lebanon , but i got a liscence from MINISTRY of indudtry allowing me to open a factory for retreaded tiers . therefore since i am allowed to establish this factory , i am for sure allowed to market those tiers in the Lebanese market , who is the authority to give me this confirmation , advise please
